LIUNA Local 363 members represent approximately 220 regular (full-time) and 114 seasonal staff who care for Minneapolis Park and Recreation Board (MPRB) parks, trees, golf courses and gardens.
August 1: Local 363 holds vote on July 26 Tentative Agreement from 8 am-6 pm at LIUNA Local 363 Office. Members voted to accept the Tentative Agreement.
July 26: Tentative Agreements signed and workers expected back on Monday, July 29. Vote by Local 363 members expected next week.
July 25: MPRB and Local 363 in mediation. A tentative agreement is reached.
July 19: MPRB and Local 363 in mediation. Local 363 holds vote on July 16 MPRB offer from 5-6 pm at Minnehaha Regional Park.
July 17: MPRB Superintendent Al Bangoura letter to Minneapolis City Council explaining the MPRB’s offers to Local 363 are based on the contract approved earlier this year by the City of Minneapolis for City Local 363 workers. Letter explains MPRB wage offer meets or exceeds total value of City contract and that MPRB is seeking same or similar language as City contract regarding step increases and union stewards.
July 16: MPRB Statement following two days of contract mediation with Local 363 leadership at the Bureau of Mediation Services. MPRB provided a final offer and asks that Local 363 Leadership allow its members to vote.
July 15: MPRB Superintendent Al Bangoura writes a letter to City Council explaining the MPRB’s position on raising property taxes to meet the request of Local 363 for wage increases.
July 14: Local 363 provided its counter-offer. The July 14 Local 363 offer increased the gap between the MPRB proposal and Local 363 proposal to $2.9 million – MPRB proposal cost is $4.6 million, previous Local 363 proposal cost was $6.7 million, July 14 proposal cost is $7.5 million. Significant differences in contract language also remain.
The latest 363 offer would result in a 12.3% levy property tax increase for the MPRB alone and an overall increase for all City taxpayers of 2.5% in 2025. This would be the single largest property tax increase by the MPRB in more than 30 years.
The MPRB looks forward to returning to negotiations at the Bureau of Mediation Services.
July 12: MPRB requested that Local 363 provide a substantial and meaningful counter-offer by July 15.
July 4: After a mandatory 10-day cooling off period had passed, approximately 40% of Local 363 members walked off their jobs. There has been minimal impact to core public services so far, with more than half of 363 members still on the job with adjusted work priorities and staffing locations.
July 1: The MPRB submitted its Last, Best and Final Offer, which includes a 10.25% raise over three years, a $1.00 wage adjustment over two years for 13 job titles, and contract language changes.
For some Local 363 positions, such as Parkkeeper, the MPRB proposal actually represents a wage growth of 14.59% over the three years based on the proposed 10.25% wage increase, wage adjustments, annual contract steps, and two pensions. This translates into a nearly $5 an hour raise for many employees.
June 20, 2024: Local 363 leadership notified the MPRB of its intent to strike.
To date, Local 363 leadership has refused to take the MPRB’s offer to their membership for a vote.
