Alcohol Use Ordinance

Alcohol consumption is not allowed on Minneapolis Park and Recreation Board property unless it is served at a park eatery licensed to serve alcohol, or an event or facility that has a special use permit. In those cases, alcohol consumption is allowed in designated areas.

Tobacco and Cannabis Policy

Tobacco products of any form, and Cannabis or THC products that produce vapor or smoke in any form, are not allowed on Minneapolis Park and Recreation Board property.

Those violating this policy may be asked to leave the park/park facility by the park staff, including Park Police.

It is not a violation of this policy for a person or group to use traditional tobacco on park property as part of a traditional spiritual or cultural ceremony.

THC Policy

THC products may be served or consumed by the general public at concessions or events if there is an approved contract, concession agreement or lease agreement to the general public within a designated area, building or temporary structure when they have met requirements for licensure and insurance.

Only beverages or edible products containing no more than 5 mg of THC potency per serving are authorized and bans the smoking and/or vaping of cannabis, THC, THC derivatives or synthetically similar products. 

Smoking and/or vaping of cannabis, THC, THC derivatives, or synthetically similar products is not authorized. The sale of cannabis flower is not authorized.

Cannabis and THC products means any product containing cannabis flower, cannabis plants or cannabinoids. 

 The State of Minnesota passed Cannabis Legislation (Chapter 63, H.F. 100) during the 2023 legislative session. Per State Law, smoking and vaping of Cannabis or THC products is allowed on public property but can be prohibited by local jurisdictions. State law also establishes that the use of THC in edibles and beverages can be regulated by local entities.
