The City of Minneapolis is seeking development proposals for New Nicollet Phase 1

The City of Minneapolis (“City”) is looking for developers with creative and community-focused ideas to redevelop the first phase of the New Nicollet site, formerly home to Kmart. The City opened a request for proposals (RFP) for Phase 1 of the project at Lake Street and Nicollet Avenue on Oct. 6, 2025. Learn more on the City’s website.

Proposals must be submitted by 4 pm on Jan. 6. 

Developer Q&A: City staff will walk through the RFP process and answer questions in a virtual Q&A session. Developers interested in the site are invited but not required to attend.

Connecting developers and nonprofits

Successful proposals will include space to be used by a community-serving nonprofit organization. To help developers connect with potential nonprofit partners, the Lyndale Neighborhood Association and Whittier Alliance are hosting an event.

Date: Wednesday, Oct. 22
Time: 4-5:30 p.m.

Developers can connect with nonprofits looking to grow, and nonprofits can meet developers interested in creating community-serving spaces.

City of Minneapolis Background

The City is redeveloping 10 acres at Nicollet Avenue and Lake Street, the former Kmart site. In May 2025, the mayor and City Council approved the New Nicollet Development Framework. The framework is the result of a three-year planning process that included more than 20,000 community interactions. Development proposals must align with this vision.

Phase 1 will include the construction of mixed-use buildings that have:

  • Affordable housing
  • Ground-floor retail and nonprofit services
  • Indoor space for park programming
