New timeline and construction update for Graco-Boom Island trail connection
Construction started in April on a riverfront trail connection under Plymouth Avenue between Graco Park and Boom Island Park. This work was scheduled to be complete in August, but several unforeseen challenges have pushed the timeline into fall.
During construction, remnants of the old Plymouth Avenue Bridge were uncovered, requiring design adjustments. In addition, extensions to the steel pile supports for the underpass had to be installed to account for varying soil conditions.
Here’s a revised timeline for this project:
- Plymouth Avenue Bridge is expected to reopen by the end of September.
- The new trail connection is expected to open in October or November.
- A grand opening event will take place upon completion in fall 2025.
The Minneapolis Park and Recreation Board understands Plymouth Avenue Bridge is an important connection for residents, businesses and commuters and is working to reopen it as soon as possible. Further updates will be provided as work continues.

Project Overview
A new trail will go underneath Plymouth Avenue and connect Graco Park to Boom Island Park along the Northeast Minneapolis riverfront.
Safety improvements to the intersection of Plymouth Avenue and Sibley Street NE are also part of this project. Sidewalk bump-outs narrow the distance to cross Plymouth Avenue and a flashing beacon alerts vehicles to people crossing the street.
At Boom Island Park, a new bridge over the Boom Island Marina and realigned paths leading up to the underpass are under construction. The Boom Island Marina is closed until 2026 to accommodate construction activities. People can launch watercraft on the Mississippi River in Minneapolis at North Mississippi Regional Park while the Boom Island Marina is closed.
When this work is complete, people will be able to run, walk, or roll seamlessly on a completely off-road riverside trail that connects Sheridan Memorial Park, Graco Park, Boom Island Park and Nicollet Island.
City of Minneapolis Public Works also completed bridge maintenance this summer to help reduce future closures of the Plymouth Avenue Bridge.
