Program is available to homestead property owners located within a census tract that is designated as disadvantaged and had the cost of private property Emerald ash borer (EAB) infested tree removals levied against their property between January 1, 2020 and December 31, 2021
The Minneapolis Park and Recreation Board (MPRB) has sent notifications and application instructions to 247 homestead property owners that have been identified and may be eligible for the Private Property Tree Removal – Retroactive Relief Program. Application submission is open October 21, 2024 – November 15, 2024. Property owners may complete the mailed application and mail back to the MPRB or fill out the online application available here.
With the spread of EAB throughout the City and the loss of thousands of ash trees, the MPRB acknowledges the inequitable impact and financial hardship this has caused on communities. Through the efforts of impacted homeowners, advocates, MPRB Board of Commissioners, MPRB staff and funders, the MPRB is able to offer this retroactive relief program. This program is funded through generous contributions from the Margaret A. Cargill Fund of the Saint Paul Minnesota Foundation, fundholders of the Minneapolis Foundation, and the Mortenson Family Foundation. The MPRB continues to work with funders to secure additional funding for this program with the goal of providing property owners with a full refund of the amount levied and paid.
Once applications are verified and approved, prorated allocations will be made to homestead property owners based on the total cost of the levied assessments. The MPRB will first pay off the assessment balances with Hennepin County, since the remaining balances must be paid in full. The property owner will then receive a partial rebate on the amount already paid. Property Owners will receive the partial rebate by December 31, 2024.
