ICE Response

The Minneapolis Park and Recreation Board (MPRB) is taking action to support community in the wake of two fatal shootings by federal agents and an alarming surge of immigration enforcement activity in Minneapolis.

Executive Order and Resolution

In December 2025, the Minneapolis Park and Recreation Board aligned with the mayor’s Executive Order 2025-02, which refuses the use of City property for civil immigration enforcement activities. On Jan. 7, 2026 the Board of Commissioners adopted a resolution reinforcing that direction.

However, because federal authority supersedes local action in this area, MPRB staff, including Park Police, do not have legal authority to require federal agents from the Department of Homeland Security (DHS) or Immigration and Customs Enforcement (ICE) to leave park property. The MPRB is documenting activity and impacts to support potential legal action.

Furthermore, in response to repeated violations at Powderhorn Recreation Center, temporary barriers have been installed to prevent staging when the building is not open.

Document Violations

If you see activity on park property that violates the Executive Order, please email a report to immigrationmprblegal@minneapolisparks.org. Include a date, time, and description, as well as a photo if possible. Data collected will be used to help determine potential next steps.

Programs and Assistance

Recreation centers remain open during regular hours. If there are any changes to programming, MPRB staff will continue to communicate with people who are registered for the affected activities.

Recreation developed activity kits that have been delivered to volunteers for distribution to families in need of additional activities and resources.

Many recreation centers offer no-cost healthy meals and snacks from Minneapolis Public Schools. Children do not need to attend MPS to participate. Visit MPS Community Wellness Services for full information. In addition, food distribution is available at five designated sites that were identified as having the highest need.

Staff Training and Mission

Numerous in-person and online staff training sessions have been held to address and discuss how to respond to ICE agents in parks. These training sessions are continually updated with feedback from staff and the MPRB Labor Management Committee.

This is a difficult time for Minneapolis and surrounding communities. The MPRB remains dedicated to its mission: dismantling historic inequities in the provision of park and recreation opportunities for all people to gather, celebrate, contemplate and engage in activities that promote health, well-being, community, and the environment.
