Project will update current Tobacco Policy to include Cannabis and develop new policy to regulate sale of THC edibles and beverages
Today, Monday Nov. 18, 2024, the Minneapolis Park and Recreation Board (MPRB) published two draft policies – Tobacco and Cannabis Policy and THC Policy – for a 60-day public comment period ending Jan. 21, 2025.
The MPRB Tobacco Policy is being updated to include Cannabis and will be renamed the Tobacco and Cannabis Policy. The THC Policy is new and will regulate sale of THC edibles and beverages.

Background
The State of Minnesota passed Cannabis Legislation (Chapter 63, H.F. 100) during the 2023 legislative session. Per State Law, smoking and vaping of Cannabis or THC products is allowed on public property, but can be prohibited by local jurisdictions.
State law also establishes that the use of THC in edibles and beverages can be regulated by local entities. The project seeks to update the current Tobacco Policy to include Cannabis and to develop policy to regulate the sale of THC edibles and beverages.

February 2025: Compile public comments, update policies
March 2025: Public Hearing for draft policies
March 2025: Present draft policies to MPRB Commissioners for consideration
