  1. How does the Minneapolis Park & Recreation Board fit into the City of Minneapolis governmental structure?

    The Minneapolis Park and Recreation Board (MPRB) is a semi-autonomous independent body of City Government founded in 1883 by legislative authority. It is responsible for maintaining and developing the Minneapolis Park system and providing a comprehensive set of services and recreation programs that meet the needs of all Minneapolis citizens. The MPRB also provides for the policing of park properties and maintenance of street trees.

    Just as the City of Minneapolis has elected officials (City Council Members), who direct the work of City Departments and staff, the MPRB has its own elected officials (Board of Commissioners) who direct the work of MPRB Divisions and staff. Commissioners are elected every four years (same schedule as the Mayor and City Council Members).

    The Board also levies taxes within the limits set by the Board of Estimate and Taxation, files appropriations and controls expenditures from several operating funds.

  2. How does the MPRB fund park programs and services? The majority of the MPRB budget is generated from property taxes paid by Minneapolis residents. MPRB currently receives 69% of its annual operating budget through property taxes, 22% in local government aid, 3% in state grants and 5% in other revenues and transfers.

  3. How do I find out about recreation programs for my family?

    The backbone of the park system is its 49 full service neighborhood and community centers, which provide decentralized and diversified delivery of recreation programs and services for all age groups and abilities. Every neighborhood has at least one park, which ensures that no Minneapolis resident is more than a few blocks from open space and its benefits. The recreation centers are a kaleidoscope of park facilities that range from one room shelters to full service Community Centers, where a menu of program services are offered for neighborhood residents.

    Since the early 1980's, the MPRB has provided a tax supported Basic Set of municipal recreation program services designed to meet four basic recreational needs of community residents of all ages and abilities. Each neighborhood helps to decide which recreation programs will best meet the needs and those services are offered using Minneapolis tax dollars. More than 7,500 programs are offered for the approximately 1,500,000 people who participate in events for all age groups. A special emphasis is placed on providing a Basic Set core program for children, offering a wide variety of instructional programs which promote positive experiences in belonging and contributing to a group as well as supervised self-directed programs that reinforce positive use of leisure time.
