Xcel Fields (NSP Park)


Athletic field renovations are underway on property the Minneapolis Park and Recreation Board (MPRB) has leased from Xcel Energy. This property, formerly known as NSP Park, is bordered by Marshall St NE (CR23), St. Anthony Parkway, Columbia Ave and 31st Ave NE. The Minneapolis Park and Recreation Board held an informational open house on January 28 to provide the community with an opportunity to see a concept for the proposed improvements.

MPRB was awarded a Hennepin Youth Sports Grant for development of this field site in 2013. Development of the site was delayed due to soil remediation work, which was completed by the landowner, Xcel Energy in fall 2013. The Hennepin Youth Sport Grant will fund the site improvements surrounding the ball field. The artificial turf ball field itself is a donation from the Minnesota Twins, Major League Baseball, the Pohlad Foundation and Xcel Energy. Construction of the field and naming the field after former MN Twin and 18 time all-star, Rod Carew, was approved by our board in March of 2014..

A concept for the field development was approved by the Board on May 21, 2014. Construction is now underway and will continue through mid-July. A grand opening and dedication is planned for July 11th, 2014 at 6:00pm. More details are below

Public Impact/ Project Timeline

Construction is underway through the mid-July 2014. Since these ball fields have been closed for several years, the impact to the public will be minimal and will consist of typical construction noise, dust and traffic. The fields will be dedicated on July 11, 2014. The new field will be available for use in late July. Contact citywide recreation staff for more information.

The existing picnic shelter on the site will be managed by MPRB. In 2014, the shelter will be first-come, first-served. In the future it may become a reservable picnic shelter. Please refer to our Permits page for more information.

Community Engagement/ Public Participation

The MPRB completed a Community Engagement Plan for the Xcel Fields project and submitted it to the board on December 18, 2013. This project will use a non-appointed community advisory process and one community meeting is planned. A non-appointed Community Advisory Committee consists of everyone who attends an outreach meeting or provides feedback on a project.

A public hearing was held on April 2, 2014 to consider the recommended concept plan for the site and it was approved.

Project History

This site is not owned by MPRB and is not an official park, though it has been leased and used for ball fields since 2007. The fields were closed for soil remediation which has been completed following MPCA standards as part of the Voluntary Investigation and Clean-up Program (VIC). The site is now ready for recreational development.


This project is funded by the following sources:

  • 2013 Hennepin Youth Sports Grant $100,000
  • MN Twins Grant (scoreboard) $50,000
  • MPRB Capital (grant matching funds) $67,000
  • Additional funding from the MN Twins, MLB, the Pohlad Foundation, Xcel Energy and Veit and Co.
