Central Mississippi Riverfront Regional Park Master Plan
In 2013, the Park Board will formally begin an effort to update the master plan for the Central Mississippi Riverfront Regional Park. The process will include extensive community engagement and stakeholder outreach, public meetings, and inter-agency coordination. The plan update will include recommendations for parks development, improved access to parks and to the river, cultural resource interpretation, environmental stewardship, programming and events, operations and maintenance strategies, priorities, phasing and implementation strategies.
In 2013, the Minneapolis Parks Foundation is partnering with MPRB to continue design exploration at the Water Works site as part of the MPRB-led planning process for the Central Mississippi Riverfront Regional Park.
The Regional Park plan area (see map at right) includes portions of many neighborhoods and regulatory jurisdictions, as well as park land on both sides of the river between the Plymouth Avenue bridge and the I-35 W bridge. Parks within the Regional Park include Boom Island, BF Nelson, Nicollet Island, Main Street, Father Hennepin Bluffs, Lucy Wilder Morris, Stone Arch Bridge, Mill Ruins, West River Parkway, and First Bridge Park. Water Power Park is within the Regional Park but is privately owned by Xcel Energy.
45-Day Comment Period Now Open
The Minneapolis Park and Recreation Board (MPRB) invites public comment on the Draft Central Mississippi Riverfront Regional Park (proposed renaming to St. Anthony Falls Regional Park) Master Plan through January 18, 2015. Once approved, the master plan will guide park investment along both sides of the Mississippi River near St. Anthony Falls for years to come. The draft plan is the result of a 16 month process that included 12 meetings of a Community Advisory Committee, 10 meetings of a Technical Advisory Committee, three community open houses, an online survey, and one-on-one conversations with residents. Based on comments received from the public, the draft plan will be revised and presented to the Board of Commissioners for a public hearing and approval in early 2015.

An appointed Community Advisory Committee will help to guide the park planning throughout the process. The Community Advisory Committee Composition Charge was approved by the Park Board on March 6, 2013.
